2
Has a design study for the building been prepared to date, and if so will it be made available for interested firms?A high-level visioning study was performed, but should not affect the designer's responses to this RFQ. The submittal should focus on the design team's past performance on similar higher-education projects.
3
Are the 52 pages inclusive of SF330 Part II?Yes. The PDF should be no more than 52 pages, 8-1/2x11, minimum 10 point font
4
Are the 52 pages inclusive of cover and dividers?Since the proposal will only be received as a PDF, no dividers are necessary. The cover does count as one of the 52 pages. The PDF document can be organized with links within the document, but links to team webpages should be deactivated.
5
Are there any energy or carbon reduction goals?NC State University has made a committment to achieving LEED Silver or better on all projects greater than 20,000 gsf. Any goals or milestones past that commitment are encouraged, but shall be discussed during the design process and will be budget dependent.
6
Have you considered making this a WELL building?NC State University has made a committment to achieving LEED Silver or better on all projects greater than 20,000 gsf. Any goals or milestones past that commitment are encouraged, but shall be discussed during the design process and will be budget dependent.
7
We did not see any mention of sustainability / green building goals for the project in the RFQ document or on the call. Yet NCSU has a significant campus sustainability initiative. What are the design criteria for the project to align with the campus sustainability initiatives?NC State University has made a committment to achieving LEED Silver or better on all projects greater than 20,000 gsf. Any goals or milestones past that commitment are encouraged, but shall be discussed during the design process and will be budget dependent.
8
Have the 2-3 sites for the building been identified yet, or will that happen during the Advanced Planning process? The first phase during advanced planning will be to analyze the North Campus Precinct and determine the most appropriate sit efor the new building.
9
Is HUB participation on the design team required?NC State evaluates each of the RFQ responses based on selection criteria set by the NC Legislature. Design Team HUB Participation is one of those criteria. Unlike construction contract requirements for a minimum of 10% HUB participation, we do not have a target percentage for Design Team HUB participation, although HUB participation is srtongly encouraged. We also place weight on the proposed team's past performance, and that must also be considered when compiling the team members.
10
Will a swing space study be part of Advance Planning during the effort to evaluate the different sites to determine the full viability of certain solutions?During the Advanced Planning effort, we will identify potential sites and evaluate each one for it's appropriateness and for it's associated value/cost to the project. Swing space, building demolition, site restoration, site access, etc. will all be part of the discussion.
11
Do you want references for the prime teaming firms and the consultant firms? Or just the primes?Ideally the reference would have experience with the team on similar projects, so one reference might be able to speak to the project, the team members, the team dynamic, and the project's success. We request three references in the RFQ, and ensuring that the contact information is current, and the project they can speak to is similar to ours are the most important factors.
12
Do you want references for every team member (i.e., if a resume is included you need references for that person?) We only require three references within the RFQ, but within the 52-page limit, you can add as many references as you see fit. Please ensure that the contact information is correct, and that the reference is willing to discuss the project/person, etc..
13
Due to the nature of chemistry programs, is an animal facility or imaging center intended to be a part of this project? We do not expect to include, or prepare for any future animal facility or imaging center in the program.
14
The RFQ states that interested firms should submit a current SF 330 form and address the following in a "written proposal". Should the criteria be addressed in a a separate proposal or as a part of the SF 330 form? The SF330 can be presented as a standalone document, but can be inflexible for some information that designers often like to include in their RFQ responses. The wording in the RFQ is meant to give some flexibility to the teams when producing their response. A fully executed SF330 (Part I and Part II) is sufficient for the RFQ response, using Section H for additional information not specifically requested within the form. One "Section G - Key Personnel Participation in Example Projects" should be provided for the entire team as proposed by the responder, and resumes for each of the listed team members and descriptions of representative projects should be included in the appropriate sections of the SF330.
15
Are consultant team qualifications required?See the response above regarding the SF330 Form.
16
Will the sign-in info be shared with all attendees? We don't see it on the project advertisement web page. The list is posted on the Facilities Division Solicitations page,
17
When is a list of participants in the presubmittal being issued? When I use this website, I can input questions, but I cannot export any information. Thanks. The list is posted on the Facilities Division Solicitations page,
18
Are cover pages and divider tabs included in the 52 page limit?Since the proposal will only be received as a PDF, no dividers are necessary. The cover does count as one of the 52 pages. The PDF document can be organized with links within the document, but links to team webpages should be deactivated.
19
The RFQ states that the total submittal, including letter of interest, is limited to 26 pages (52 sides). Do these pages include the SF 330 form, or is the SF 330 in addition to the 26 pages? The entire response is limited to a 52-page pdf, 8-1/2"x11" format, minimum 10-point font.
20
We see that LEED Silver is required. Therefore building commissioning will be required. Is commissioning to be included in this RFQ, or will there be a separate RFP/RFQ for commissioning at a later date?Commissioning (both building systems and envelope) will be hired directly by NC State. Separate RFQs will be put out in the next few months to make thhose selections.
21
Will the interviews be held in-person or via Zoom?Interviews will be held through Zoom. We have a process that works well.
22
Will the CM be brought on during the Advance Planning process and be an active participant and provide pricing support alongside the Architect’s cost estimator? The Construction Manager at Risk will be selected by a similar process to the Design Team. That RFQ will be posted in the next month or so. We expect the CMR to take part in the site selection process to help evaluate comparative costs and constructability among any sites being considered.
23
How complete does the list of consultants need to be for this submission, ie, we plan to have all those needed for Advance Planning at a minimum, but do we need to list the full team we anticipate needing? We would like to evaluate the entire team that you expect to participate to complete the entire project, from site selection to close-out.
24
With the 10 point font minimum, are you requesting that we alter the state form 330 to fit the font requirement? For example, adjusting all headers (i.e. “1. Title and Location (City and State)”) to be 10 point font along with the firm response fields? We don't want responders to use word processing to enable them to include additional information in their responses. We may choose to print some of the responses, so as long as the information you provide in the response is legible and a minimum of 10-point font, it should be acceptable. We do not want you to rework standard forms to comply with the 10-point requirement.
25
Do we need to have references for all resumes or just the primary people? References are intended to be for the team being proposed. We may contact individual references, but the most valuable ones would have experience with the proposed team on a similar project. We request three references for the team who can speak to the success of the team on similar projects.
26
Who are the end users of the space? Undergrads, graduate students, private industry, etc.?At this time, we do not expect to have industry partner spaces in the Integrative Sciences Building. We expect the stakeholders to be students, faculty, and staff.
27
Will the space be used to teach future educators? The building will be used to educate NC State students in STEM disciplines. Their future careers will lead them in different directions. It is likely that some will become future educators.
28
With the requirement for a complete SF330 for an entire team, we would like to request additional pages be added to the maximum pages for the RFQ. We want to provide NC State with the best possible submission for this project and feel that additional pages will allow us to provide the information necessary.No.
29
How do we get a list of the attendees? The list is posted on the Facilities Division Solicitations page,
30
What prime consultants do you want to see included in the RFQ response?Design services include architecture, programming, landscape architecture, civil, mechanical, electrical, plumbing, cost estimating, and construction administration.
