4-12-2019 Meeting Minutes for TNRC regular meeting

Presentation: “Kids in the Forest”

9:03 a.m. Lee introduced the purpose of TNRC, reviewing the charter.

Kids in the Forest presentation:

  •         Ali Lien- founder and director of Mountain Roots Outdoor School
  •         Michael Brown- Director of Mountain Sun Community School
  •         Lindsey Green- WNC Field Office Director of Muddy Sneakers
  •         Glenn Delaney- Director of the Outdoor Academy

Meeting called to order at 10:33 a.m.

Minutes from March approved- motion by Kent Wilcox seconded by Lee McMinn

Upcoming meetings:

  •         May 10 Dupont tour next month highlighting forest management and recreation. Informal with a few stops. Morning 9-11 with time to run over. Meet at the Aleen Steinberg Visitors Center. Carpools might be useful. Carpool from UUTC. Light hiking- bring insect repellent water, and snacks. Please, no disposables.
  •         Sept. 13 Transylvania County solid waste manager Ken Webb will present with Kim Coram from Moving to Conservers. The topic will be mulching, and composting focus. (Peter)
  •         October 11 Tom Tribble- President of the Elisha Mitchell Audubon Society: “Birds & Climate Change”. This covers Audubon’s Birds and Climate Change report, issued in 2014. It discusses the findings, the threats to birds from our changing climate and what individuals can do to help birds.
  •         Nov 8 Dave Brown- Geology Focus
  •         Dec 14 Mitch Woodward from NC State University Stormwater management. Bart will coordinate with him.
  •         April 2020 Maria Wise. How to make money off a riparian area. Should it be moved to fall?

Appointments:

Peter Chaveas and Mark Tooley are completing their last terms and Commissioners will consider applications in August. Currently have 2 on file: Elizabeth Reshower and Tom Sweeney.

Kent and Davis are ending 1st terms and they will continue with a second term.

Lee’s term ends at the end of next year. Needs ideas.

New Business:

Letter supporting AmeriCorps position was presented to the county, and resubmitted on March 10th.

Natural Resource Specialist Position- Maybe best to reorganize an existing position instead of adding a new one. TDA has agreed to support. Need to convince 3 commissioners.

Discussion: Should we do more big presentations? We expected more parents at today’s presentation. Overall good presentation. Motion approved to table the discussion until fall (made by RK, 2nd by Davis).

Resolution Regarding Voluntary Reduction of plastic bags.

Peter had mentioned that a bill currently being discussed in the Senate has yet to meet crossover. It is not currently in committee, only being drafted.

Discussion- Do we want to proceed with a local resolution? Can we hook it to something that has teeth? Maybe just voluntary eliminations. How do we focus the text of this resolution to get it adopted? Good idea to tie it to some state proposal. It would be easier and more transparent to have a public forum. Motion to table until proposal until September (made by Peter, 2nd by Mark). 3 in favor and 3 against, Lee voting in favor made motion pass.

Updates from committees:

Mark Tooley- Thom from Conserving Carolina can come and demonstrate GIS platforms that Conserving Carolina utilizes. David Brown-Corps of Engineers could be contacted as well.

Lee-Not much from landslide committee.

Public Lands- Public land fees- Bill goes to Senate next. Due in about a year. Bill is specific to DuPont State forest.
